English - Must Pass Subject To Obtain SPM

No question and no objection for this proposal from our TPM, Tan Sri Muhyiddin Yassin. I can say I am 100 % supporting this decision. There should not be any objection from any parties in Malaysia, either from political parties or NGOs. This is what Malaysian government should do to improve English among Malaysian.
Please, all political parties in Malaysia. Do not use this as one of your political bullet. But still, this will not change my view on PPSMI. PPSMI, for me will not effecting much on mastering English but this new proposal will. In addition, I would like to make some suggestion on SPM English papers. My suggestion is:
Introduce Engineering English and Business English. For the exam let it be with below option:
1) Let the normal English such as grammar, understanding text and essay as English Paper 1 & for paper 2 it is Engineering English for science, technical and vocational stream student and business English for Art stream or account stream student
2) English paper 1 & 2 as per current practice but introducing 3rd paper which consist part 1: Engineering English and Part 2 : Business English
3) English paper 1 & 2 as per current practice but introducing 3rd paper which student can choose either Engineering English or Business English

For me, this 3 are the best option for Malaysian to master English as per Che Det wish. It is far more better than keep PPSMI in our education system. After all, lots of our working community go for Engineering English or Business English classes or course in order to improve their working English. Am I right??

p/s: How can I send my proposal to Education Minister? Or Bang Ad, you are working with Kementerian, so I think you should forward my proposal to them.. Untung2 diorang bagi imbuhan on good idea... hahaha... kita kongsi la 50 - 50... hahaha

Bud,
the english for engineering and business that u mentioned is actually a specific subject covered in what we in language line call "English for Specific Purpose" or ESP. currently, we are covering that part of language learning in a subject called "English for Science and Technology" or EST. it's an elective subject, taken by science stream students. thus, there's really no need to introduce new elements in current English paper. ESP in it' truest form will be covered in pre-U, catering specifically in individual academic fields such as medical, engineering, business etc..
your suggestion to introduce such element in normal English paper will create a situation where, students will be confused with different language forms and functions between the two.. it's like teaching geography lesson in a history class...furthermore, if u were to introduce ESP in English class, you would have to cover all discipline, because they are all different. we have English for medics, English for social science, english for pure science,English for sports science, english for psychology heck, we have English for dummies! hehehe...
i can forward your say in kementerian, but considering the amount of objections i'll be receiving from all the language experts, it would be 80-20 la bro! hehehe
